Easy 10 points to anyone who can help?

You have just been appointed as manager of the new court for a court system of medium size with approximately 75 employees and five full-time tracks. This is a new position for the courts, as in the past each individual court has essentially managed itself, with the exception of the recruitment process employees, which was completed through the Human Resources Division of the County. Upon assuming his post quickly find that none of the courts appear to be willing to cooperate, or for that matter, any of several other county offices such as County Clerks Office and District Attorney Office. Rumors and gossip about mismanagement abound, and the communication process among the five courts seems to be in a fixed position. The courts currently have a large backlog of cases pending trial, and, moreover, employee morale is low and the high turnover rate. I have to identify the problems with this and give some solution if possible.

Start at the bottom of the wage level, and interview every employee to obtain information and ask for any input of cause and effect measures recommended. Climb the ladder, and the interview in "groups" like and try to get an idea of what the problems and possible solutions. There is a rotten apple or two in the group, trying to figure out who is and surgery practice.
